Experience
CERD's director, Joel Brown Ph.D. M.S.W., is an evaluation researcher, practitioner,
professor, and educator. Dr. Brown has led some of the largest evaluations
in the United States, is a three time author, and is widely published in the
fields of evaluation, education, and psychology. He and his staff have considerable
experience working in human service and educational organizations. CERD's
